Joann McNabb was named a TCA Highway Angel for her actions on Aug. 11 after noticing a tractor-trailer traveling erratically through traffic near Harper Woods.

Erratic Driving Prompted Immediate Concern

According to TCA, McNabb was traveling on Interstate 94 when she observed a semi-truck slowing unexpectedly in the middle lane before drifting into adjacent lanes.

After sounding her horn several times without getting the driver’s attention, she began to suspect the driver was experiencing a medical emergency rather than simply driving inattentively.

McNabb activated her hazard lights and remained behind the truck while another motorist did the same. Together, they created a buffer between the disabled truck and approaching traffic as the vehicle continued moving along the shoulder.

The truck eventually struck a concrete barrier but continued traveling for approximately another mile while McNabb remained on the phone with Michigan State Police, providing updates on the situation.

Driver Identified Signs of a Stroke

When the truck finally came to a stop, McNabb and the other motorist immediately went to check on the driver.

Because the driver’s door was locked and the passenger side was against the concrete barrier, McNabb called out to the driver until he was able to partially lower the window. She then entered the cab, applied the parking brakes, and shut down the truck.

After reaching the driver, McNabb recognized symptoms that suggested he was having a stroke and immediately shared her concerns with responding emergency personnel.

Firefighters evaluated the driver and confirmed he was experiencing an active stroke before transporting him to a hospital for treatment.

McNabb remained with the driver until emergency responders were ready to leave the scene.

The annual award honors a commercial driver who has demonstrated an exceptional commitment to highway safety, professionalism and excellence throughout their career.

Cash will be recognized during the CVSA Annual Conference and Exhibition in Orlando, Florida, where he is scheduled to receive the award on Sept. 23.

More Than 3.6 Million Crash-Free Miles

According to CVSA, Cash has accumulated more than 3.6 million crash-free miles during his professional driving career while hauling a wide range of freight, including fuel, refrigerated products, flatbed freight and bulk commodities.

For the past 23 years, he has specialized in transporting legacy radioactive waste for the U.S. Department of Energy’s Waste Isolation Pilot Plant (WIPP) program near Carlsbad, New Mexico.

Cash is one of only 36 drivers in the United States authorized to transport transuranic radioactive waste from Department of Energy sites to the WIPP facility, a role that requires an extensive background review and an exceptional safety record.

Extensive Level VI Inspection Record

Transporting radioactive materials also means operating under one of the trucking industry’s most rigorous inspection programs.

During the past three years, Cash has completed more than 195 CVSA Level VI inspections. Those inspections are conducted before a shipment begins and require the driver, vehicle, and cargo to meet strict safety standards before being allowed on the road.

Cash estimates he has completed well over 1,000 Level VI inspections during his time working in the WIPP program.

Mentor and Leader Within the Industry

In addition to his driving responsibilities, Cash serves as a senior lead driver within the WIPP program, where he helps evaluate applicants, trains newly hired drivers, and mentors other professional drivers.

Mike Savage, director of safety for CAST Specialty Transportation, said Cash’s performance has helped raise expectations throughout the company.

“Tommy has set the bar so high that we’ve had to adapt hiring and training standards further to keep up with his superior performance,” Savage said.

CVSA President Maj. Erick McGuire of the Florida Highway Patrol also praised Cash’s long-standing commitment to safety and mentorship, saying his career reflects the highest standards of professionalism within the commercial motor vehicle industry.

A Career Built on Safety

Cash said he was honored to learn he had been selected for this year’s International Driver Excellence Award.

“I couldn’t believe it,” he said. “I was very happy, very pleased and, of course, very honored.”

When asked what advice he would offer other professional drivers, Cash emphasized the importance of maintaining awareness.

“Be aware not just of what’s right in front of your truck, but what’s ahead of your truck and what’s going on behind your truck too,” he said.

In addition to this latest recognition, Cash has previously been named CAST Specialty Transportation’s Driver of the Year and was recognized earlier this year as one of the Truckload Carriers Association’s 2026 Professional Drivers of the Year.

State Rep. Keith Greiner presented the citation, recognizing Buckwalter’s quick response after witnessing the rollover on April 3 along Colorado Route 34 near Kersey.

Buckwalter said he was honored to receive the recognition.

“I am very honored to accept and receive this award,” he wrote in a social media post. “In the words of Keith, too many times the good deeds of truck drivers are often overlooked. My skills and experience from the fire service were critical to this life save.”

Rescue Began Moments After Tanker Rolled Over

Buckwalter was driving through northern Colorado around midnight when he noticed a tanker truck several lengths ahead suddenly leave the roadway during windy conditions.

“I saw the sparks, a pole flying in the air, a big cloud of dust — and that tanker was now lying on its side,” Buckwalter recalled.

After bringing his own truck to a stop, he immediately ran back to the crash scene to assist the driver.

The tanker driver told Buckwalter he was transporting hazardous materials and initially said he was unable to exit the cab. Moments later, the driver became unresponsive before regaining consciousness.

Buckwalter was able to help the driver escape from the overturned truck before emergency responders arrived.

First Responder Experience Proved Valuable

After helping the driver to safety, Buckwalter remained at the scene and allowed the injured driver to use his cellphone to contact both his employer and his wife while waiting for emergency crews.

He later provided a statement to responding law enforcement officers and explained that he serves as both a volunteer firefighter and emergency medical technician in Pennsylvania.

According to Buckwalter, responding officers praised his quick actions and willingness to help despite the potential hazards associated with the overturned tanker.

Recognition Follows Earlier Honors

The Pennsylvania Citation Award is the latest recognition Buckwalter has received for his actions during the Colorado crash.

Reflecting on the incident, Buckwalter said he believes he was meant to be at the scene that night.

“I’m convinced God had me on that road for that reason — to be there for a fellow driver,” he said.

He also expressed gratitude for the opportunity to help and said he continues to pray for the other driver, his family, and employer.

According to a new analysis from Angel Reyes & Associates, localized issues such as roadway congestion, infrastructure limitations and traffic violence continue to create challenging driving environments despite encouraging national trends reported by the National Highway Traffic Safety Administration (NHTSA). To better understand those localized risks, researchers evaluated 100 major U.S. metropolitan areas using a new Total Road Rage Score (TRRS), which measures factors such as reckless driving, infrastructure inefficiencies, commuter dissatisfaction, and traffic violence.

Houston Led the Rankings

Houston received the highest Total Road Rage Score at 64.15, making it the highest-ranked metropolitan area in the study. Researchers attributed the city’s ranking to a combination of aggressive driving behavior and the highest level of highway shooting incidents included in the analysis.

Houston also recorded the highest Shooting Score at 36 out of 100, which the study used to measure how frequently roadway confrontations escalate into gun violence. Researchers said those findings demonstrate that aggressive driving in some cities extends well beyond speeding, tailgating and unsafe lane changes.

Congestion Played a Major Role in Several Cities

Los Angeles ranked second overall with a Total Road Rage Score of 63.25, although the factors driving its ranking differed from those of Houston.

Rather than traffic violence, Los Angeles stood out because of severe congestion and commuter frustration. The city received an 88 out of 100 for commute dissatisfaction and infrastructure inefficiency, one of the highest individual scores in the study. Researchers concluded that prolonged traffic congestion and inefficient roadway design can increase frustration behind the wheel and create conditions where aggressive driving becomes more common.

Chicago ranked third with a score of 56.35, followed by Nashville at 56.23 and Miami at 56.15. According to the report, rapid population growth in both Chicago and Nashville has placed increasing pressure on existing transportation infrastructure, contributing to more stressful driving conditions.

Road Rage Risk Varies Significantly by Region

While several major metropolitan areas received high scores, researchers found that other cities presented far fewer risk factors.

Lincoln, Nebraska, posted the lowest Total Road Rage Score at 1.50, followed by Sioux Falls, South Dakota, at 5.00. Those cities ranked well because of lower congestion levels, more efficient roadway design and driving environments that were less likely to encourage confrontations between motorists.

The study suggests national crash statistics do not always reflect what drivers experience locally. Although NHTSA data points to improving fatality trends across the country, roadway conditions, traffic volume and driver behavior can vary dramatically from one metropolitan area to another.

Why the Findings Matter for Truck Drivers

Professional truck drivers routinely travel through many of the cities included in the analysis, often during peak traffic periods when congestion and impatient motorists become more common.

Heavy traffic, frequent lane changes, and stop-and-go conditions can increase the likelihood of encountering aggressive drivers, particularly in large metropolitan areas where roadway capacity struggles to keep pace with traffic demand. Allowing additional travel time through heavily congested cities, maintaining adequate following distance, and avoiding interactions with aggressive motorists remain some of the most effective ways for truck drivers to reduce their exposure to road rage situations.

The authors of the study believe improving roadway infrastructure and reducing congestion will be essential to lowering road rage risks in the future, arguing that meaningful safety improvements will require both better transportation planning and a clearer understanding of the localized conditions drivers encounter every day.

The new corridor extends along I-480 from the Lorain County line to State Route 176, where nearly 800 crashes resulting in nine fatalities have been recorded over the past two years. According to the Ohio State Highway Patrol (OSHP), speeding and failure to wear seat belts remain two of the leading factors in those crashes.

Increased Enforcement Begins on I-480

Motorists traveling through the new safety corridor should expect increased patrols from the OSHP and local law enforcement agencies. Officials said the corridor will operate under a zero-tolerance enforcement approach for speeding and seat belt violations.

The Ohio Department of Transportation (ODOT) has installed new signs throughout the corridor to notify drivers about the increased enforcement. Two electronic signs will also display the number of days since the last serious crash to increase public awareness of roadway safety.

Ohio Governor Mike DeWine said the previous I-90 corridor demonstrated that targeted enforcement can reduce serious crashes and expressed confidence that similar results can be achieved on I-480.

I-90 Corridor Reported Fewer Serious Crashes

State officials credited the original I-90 Safety Corridor with reducing crashes over the past two years.

Between July 2024 and July 2026, troopers issued 974 speeding citations and 524 seat belt citations along the eight-mile section of I-90 between East 55th Street and East 260th Street.

Compared to the previous two-year period, officials reported:

• A 38 percent reduction in fatal crashes.
• A 32 percent reduction in serious injury crashes.
• A 23 percent reduction in total crashes.

ODOT District 12 Deputy Director John Picuri said the program’s success showed that targeted enforcement and public education can reduce crashes while encouraging safer driving habits.

Seat Belt Use and Speeding Continue to Be a Focus

Ohio law requires all drivers and front seat passengers to wear seat belts. According to the OSHP, nearly 48 percent of statewide fatal crashes between 2022 and 2025 involved an unbelted occupant.

Speeding also remains a significant concern across the state. From 2021 through 2025, the OSHP issued more than 410,000 citations for drivers traveling at least 20 mph over the posted speed limit, including more than 19,000 citations for speeds of 100 mph or greater.

Officials also noted that Cuyahoga County continues to record more speed-related crashes than any other county in Ohio.

Lt. Timothy Hoffman of the Ohio State Highway Patrol said the goal of the safety corridor program is to reduce dangerous driving behaviors through a combination of enforcement and public awareness, ultimately improving safety for everyone traveling Ohio’s highways.

Chris Wetzel Assisted an Injured Deputy Following a Missouri Crash

Chris Wetzel, a driver for Anderson Trucking Service, received the Highway Angel Award after helping rescue a law enforcement officer following a crash on Interstate 49 near Joplin, Missouri.

According to TCA, the incident occurred on April 1, 2026, when a deputy responding to an emergency call collided with the trailer of a semi truck traveling ahead of Wetzel.

After stopping at the scene, Wetzel joined others in helping remove the injured deputy from the vehicle. He also used the deputy’s radio to issue a 10-33 emergency call, notifying dispatch that an officer was down and providing the crash location. Emergency responders transported the deputy to a nearby hospital, where he was reported to be in stable condition.

Wetzel remained at the scene to assist until emergency personnel had the situation under control.

Team Drivers Helped Motorists During Heavy Snowfall

Prince Bali and Karamjit Singh Cheema, who drive for Triple Eight Transport, were recognized after helping stranded motorists during severe winter weather near Hope, British Columbia.

While traveling from Calgary to Abbotsford on March 17, 2026, the team encountered heavy snowfall and hazardous road conditions. After reaching a traffic backup, they noticed a family whose vehicle had become stuck on an uphill section of the road. Before assisting the family, the drivers also stopped to help another truck driver whose trailer had become stuck in the snow.

Using recovery straps from their truck, Bali and Singh Cheema worked together to pull the family’s vehicle free, restart the electric vehicle, and make sure the occupants could safely continue their trip.

Scott Miller Assisted Passengers After Wisconsin Bus Crash

Scott Miller, a driver for America’s Service Line, was honored for helping passengers following a tour bus crash near Interstate 43 in Green Bay, Wisconsin.

The crash occurred on March 22, 2026, when the bus lost control while exiting the highway, crossed multiple lanes, struck a curb, became airborne, and came to rest after traveling more than 100 yards down an embankment. More than 50 people were on board, and at least 41 passengers were injured.

After calling 911, Miller approached the damaged bus and helped passengers while first responders were on the way. TCA said he remained at the scene for approximately 90 minutes, assisting emergency personnel and comforting injured passengers, including one woman who was trapped near the bus entrance until rescuers arrived.

Authorities continue to investigate the crash, including possible mechanical issues, while law enforcement has filed charges against the bus driver.

New Hampshire Attorney General John M. Formella announced that the state’s Department of Justice is partnering with the National Traffic Law Center, the New Hampshire Department of Safety, and other traffic safety partners on the initiative, which is intended to improve highway safety.

Program Focuses on CDL Conviction Reporting

The state is participating in a $7.9 million pilot project funded by the Federal Motor Carrier Safety Administration (FMCSA).

According to the attorney general’s office, the program is intended to increase awareness of federal and state prohibitions against masking commercial driver convictions, improve the accuracy of commercial driver conviction reporting, and help ensure disqualified commercial drivers are removed from the nation’s roadways.

Statewide Working Group to Lead the Initiative

As part of the program, the New Hampshire Department of Justice will lead a statewide working group made up of representatives from agencies involved in investigating, prosecuting, adjudicating, licensing, and tracking commercial driver offenses.

The group will focus on:

• Providing education and training for prosecutors, law enforcement officers, judges, clerks, and traffic safety professionals on federal and state CDL requirements, including anti-masking laws.
• Improving statewide compliance with federal reporting requirements.
• Developing a state implementation plan to ensure the accurate and timely transfer of information from roadside enforcement through the conviction reporting process.

Attorney General Highlights Highway Safety

Formella said the partnership is intended to strengthen coordination among prosecutors, law enforcement, the courts, and state and federal partners responsible for enforcing commercial driver’s license laws.

Terry Walde Acts After a Hit and Run in Saskatchewan

Terry Walde, a veteran driver with more than 40 years behind the wheel, was traveling eastbound on Highway 1 in Saskatchewan on May 27, 2025. Debris covered the roadway. Traffic was still moving.

Moments later, Walde found a cyclist who had been struck by a semi truck in a hit-and-run crash.

Walde stopped. He checked the cyclist’s breathing. He stayed calm. He relayed injury details to emergency responders and then took on another role, directing traffic around the scene to prevent further harm.

He remained there for several hours.

Deshown Moye Responds to Major Crash on I-65

On April 28, 2025, Deshown Moye was driving through Alabama when he came upon the aftermath of a violent multi-vehicle crash on Interstate 65.

A small sedan had been forced underneath a tractor-trailer. The driver inside was trapped and critically injured. Smoke was visible.

Moye pulled over, checked for hazards, and called 911. He moved quickly but carefully.

With the woman’s consent, he relieved pressure from her seatbelt, stabilized her injuries, and stayed with her for nearly 45 minutes. He talked to her. He kept her conscious. He did not leave until emergency crews arrived.

His presence mattered.

Heather Barkey Pulls Driver From Overturned Truck

Late on June 18, 2025, Heather Barkey was nearing her terminal in Mount Vernon, Illinois, when she noticed a truck rolled over along the roadway.

No one else had stopped.

The vehicle was leaking fuel. Smoke was present. The driver was trapped.

Barkey pulled over, activated her hazard lights, and called 911. Using a flashlight she already had in her cab, she broke a window and helped the driver escape before conditions worsened.

She stayed on scene until law enforcement confirmed the driver was safe.

All three drivers will be formally honored during the Awards Luncheon on Monday, March 2, held in conjunction with the TCA Annual Convention in Orlando.

Each honoree will receive:
