What This Pilot Is Designed to Do

“This project is TDOT’s first dedicated smart freight initiative, allowing the department to partner with Cavnue to test smart freight technologies in real-world conditions while the state maintains control of the roadway, data, and future decisions,” TDOT said. “In the coming months, the firm will begin project planning and design work under TDOT oversight. Upon TDOT approval, the project will advance to temporary on-road testing, followed by a final evaluation to inform future freight and infrastructure decisions.”

The goal is straightforward. Gather real data from actual operations and use it to guide long-term decisions on infrastructure and freight movement across the state.

What Will Happen on the Corridor

The pilot will roll out in phases, starting with planning and moving into live testing. Work includes:

• Detailed analysis of the corridor and existing infrastructure
• Development of how the system will operate day to day
• Installation of temporary roadside and in-cab technology

• Evaluation of safety performance and operational impact

This stretch of I-40 is already one of the busiest freight routes in Tennessee, and that traffic is only expected to increase with continued industrial growth around Blue Oval City.

“The I-40 corridor serves one of Tennessee’s busiest and most economically vital freight routes,” TDOT said. “With rapid industrial growth in West Tennessee, including major investments in and around Blue Oval City, freight volumes are expected to continue to increase in the coming years.”

Why This Matters for Freight Movement

The pilot is designed to answer some key questions about how emerging technology can actually perform under pressure. That includes whether connected systems can help reduce backups, improve response times during incidents, and make overall traffic flow more predictable.

TDOT is also looking at how these systems can work across multiple fleets, not just a single carrier or test group.

The full pilot is expected to run through 2028, covering everything from early design to a full year of performance evaluation once testing is complete.

Work Zone Safety is Everyone’s Responsibility

“Work zone safety is a shared responsibility, whether behind the wheel or working on the side of the road,” said Deputy Governor and TDOT Commissioner Butch Eley. He added, “We engineer our roads to be as safe as possible, but no amount of engineering can change driver behavior. 113 TDOT workers have been killed in work zones. Let’s work together to ensure everyone makes it home safely.”

As spring and summer kick off peak construction season, Tennessee’s highways will see crews performing major projects like interstate expansions, roadway repaving, and even essential tasks like litter collection. These work zones are necessary to maintain and improve roadways but come with increased risks for workers and drivers alike.

Last year, Tennessee reported 16 fatalities in work zone crashes. As of this year, there have already been 35 incidents where vehicles crashed into TDOT equipment, including HELP Trucks that assist stranded motorists.

To combat these alarming statistics, TDOT has been running the “Work with Us—Move Over, Slow Down” safety campaign since 2017. Key messages will be shared on TDOT’s overhead Dynamic Message Signs, which are visible in major cities, including Memphis, Nashville, Chattanooga, and Knoxville. Additionally, “Work with Us” signs will be stationed near construction areas to further emphasize driver safety.

The bridge, famously known as America’s River Crossing, is one of the major infrastructure projects backed by federal funding. A $400 million federal grant and $200 million contributions from Arkansas and Tennessee make this endeavor the most expansive transportation investment in Tennessee’s history, per TDOT.

“From MM 39 to MM 40, traffic will shift entirely to the westbound lanes, with one lane traveling each way. The westbound bridge has been given a temporary fix, allowing vehicles to safely cross the Nolichucky River.”

“Work continues on a permanent repair on the eastbound side. Once the eastbound bridge repair is complete, traffic will be shifted to the eastbound lanes so the permanent repair can be done on the westbound bridge.”

“Because the bridge is being shared by both directions of traffic, oversized loads CANNOT make it through.”
